In this range of levels you will now find yourself questing, hunting or doing your first instances. Running through instances at this level will gain you levels quickly as well as the quests.
For the Horde you have Ragefire Chasm which is actually located within the city of Orgrimmar. The instance is not terribly difficult and you can fly through it within two hours, less the higher you get.
The Alliance does not have any instances during the low end, but as you get closer to 19 you will have Deadmines and the main man in Deadmines Van Cleef to face down. The Horde can also visit this instance and the overall theme of this is that the Deadmines is where the Defias brotherhood make their home. As Alliance there are a series of quests that will lead you to Deadmines for some great rewards and experience. The instance has a nice progression to it, starting out in a mine and ending up on the deck of a massive ship.
Doing these instances helps you in several ways, of course you make experience, you also get some fantastic items, or gear as some of us call it, to make you more powerful.
Alliance hunting out of Westfall will find that some of the quests that run out of Sentinel Hill will take them to Lakeridge Mountains which is a great place to be at the other end of this level spectrum. To head out to Lakeridge you can either backtrack through Elwynn Forest and head for Three Corners or you can go forward and do a suicide run through the Duskwood Forest to the town of Darkshire. I prefer the tough almost suicidal run to Darkshire in that I can grab the Flight Path and that will allow me to quickly return for several quests at a later time.
If you are a Dwarf or Gnome whom has stayed in their racial lands then you will begin hunting out of Loch Modan to the North East. Night Elves will have Astrannar over in Ashenvale.
The Horde, everyone is still in the Barrens and running the Wailing Caverns instance. I have found as Horde, you can actually continue to hunt out of the Barrens until your mid 20s. There are plenty of quests that will keep you grounded out of the Crossroads or Camp Taurajo to the South of the zone.
